Managing Partner Mr. Jigao Zhou retained as expert on PPP by both MOF and NDRC of the State

As officially announced on Aug. 30, 2017, the Managing Partner of JLCD Law Firm, Mr. Jigao Zhou, is retained as expert on PPP by MOF (Ministry of Finance) as one of the 66 legal experts of the PPP Expert Pool of MOF. He is also retained as an expert in the PPP Expert Pool of NDRC (the Development and Reform Committee) since Nov. 2016.

From last year, Mr. Zhou participated in commenting on the second batch of classic PPP cases of NDRC, attended 2017 China Forum of PPP Investment Innovation and the opening ceremony of the PPP Dispute Arbitration Center of China International Economic and Trade Arbitration Commission. He has provided legal services for more than twenty PPP programs up to now, covering the full process of PPP projects, from bidding / response, pre-tendering / deal, through project company’s establishment, financing, construction and till project operation etc. The projects involve the development and construction of underground integrated corridors, municipal roads, smart cities, parks, hospitals and student apartments and so on of the large central and local state-owned enterprises including China MCC20 Group Co., Ltd, MCC TianGong Group Co., Ltd, China Shipbuilding NDRI Engineering Co., Ltd, China Nuclear Industry Fifth Construction Co., Ltd and Shanghai Tunnel Engineering Co., Ltd etc,.

Mr. Zhou will continue to play an active role in making relevant policies and regulations of the two governmental departments, doing research for important themes, training and teaching and selecting and commenting on classic cases and other aspects of PPP legal work.
